How the date wheel works
Pick a start and end date and the wheel samples twelve random days from inside that window, sorted in order. Spinning then selects one of those twelve. Draw again for a fresh set of candidates whenever you want a different spread.

Sampling honestly
If you are using random dates for anything resembling an audit, draw the dates before you look at the data, and keep the range fixed. Redrawing until you get a convenient set defeats the purpose. Screenshot or copy the result so the selection is on record.
